"A minimum cumulative grade point average of 2.00 is required for consideration but is not a guarantee for admission. Certain majors have more selective requirements and enrollment limitations. "
Meaning, they will look at your application if you have a GPA of at least 2.0. It doesn’t mean you’ll get in, though.
Some majors (like engineering, and other sciences) have higher admission standards than the rest of the University. For example, an engineering department might require a High School GPA of at least 3.0 in order for you to be accepted to the program.
If GPA is that much of a concern for you and you want to be accepted to the university, try selecting a major that has lower admission requirements so you’ll have a higher chance of getting in, then when you’re there change to a major that you want.

It also means that some programs at some schools – e.g. nursing or engineering or whatever – only accept a certain number of students, so you can’t just attend that school and plan on majoring in that area. You have to meet the requirements of that particular program, which may include a higher GPA than other programs in the school.
